দেশে চা উৎপাদনের লক্ষ্যমাত্রা ছাড়িয়ে গেলেও শ্রমিকদের দারিদ্রতা ছেড়ে যায়নি। এখনও অর্থের অভাবে মানবেতর দিন পার করছে মৌলভীবাজারে ৯৭টি চা বাগানে কাজ করা ৯০ হাজার শ্রমিক। বাসস্থান, চিকিৎসা ও সুপেয় পানির অভাব তাদের নিত্য দিনের সঙ্গী। তবে শ্রম অধিদপ্তর কর্তৃপক্ষ জানিয়েছে, শ্রমিকদের সরকারিভাবে বিভিন্ন বাগানে ঘর নির্মাণ করে দেয়া হচ্ছে।
দুটি কুঁড়ি, একটি পাতার সবুজ চাদরে মোড়ানো মৌলভীবাজার। দেশের নিবন্ধিত ১৬৩টি চা বাগানের মধ্যে মৌলভীবাজারেই রয়েছে ৯৭টি বাগান। সেখানে কাজ করছেন প্রায় ৯০ হাজার চা শ্রমিক। এরমধ্যে প্রায় ৬০ শতাংশ নারী শ্রমিক।
প্রতি বছর মে দিবস আসে, আবার চলেও যায়। কিন্তু রোদে পুড়ে বৃষ্টিতে ভিজে যারা চা উৎপাদন করে দেশের অর্থনীতিতে অবদান রাখছেন, বদলায় না তাদের জীবন। শ্রমিকরা জানান, দৈনিক ১৭০ টাকা মজুরিতে খাবার, চিকিৎসা, সন্তানদের পড়াশোনার খরচ মিটছে না। বসবাসের উপযোগী ঘর ও সুপেয় পানির ব্যবস্থা করার দাবি জানালেন চা শ্রমিকরা।
চা শ্রমিক নেতারা জানালেন, দেড়শ বছরের বেশি সময় ধরে এখানে বাস করলেও ভূমির অধিকার থেকে তারা আজও বঞ্চিত।
বালিশিরা ভ্যালি চা বাগানের সাংগঠনিক সম্পাদক দুলাল হাজরা বলেন, দেড়শ থেকে পৌনে দুইশ’ বছর বসবাস করছি, কিন্তু সেখানে আমাদের জমি নেই। বাসস্থানের ব্যবস্থার জন্য আমরা সরকারের কাছে বারবার বলে আসছি।
বাংলাদেশ চা শ্রমিক ইউনিয়ন কেন্দ্রীয় কমিটির সাংগঠনিক সম্পাদক বিজয় হাজরা বলেন, কোম্পানিগুলো বলে আমরা সবকিছু পাই, কিন্তু শ্রমিক কলোনি পরিদর্শন করলে বোঝা যাবে শ্রমিকরা কতো কষ্টে আছে।
চা শ্রমিকদের আইনি সুরক্ষা নিয়ে কাজ করা শ্রম অধিদপ্তরের উপপরিচালক জানান, শ্রমিকদের আবাসনে সরকারিভাবে ২৬৫টি ঘর বিভিন্ন বাগানে নির্মাণ করে দেয়া হয়েছে।
মৌলভীবাজার চা শ্রম অধিদপ্তরের উপপরিচালক মো. নাহিদুল ইসলাম বলেন, পাঁচ শতাংশ হারে তাদের মজুরি বৃদ্ধি পেতে থাকবে। পাঁচ বছর পরে সরকারের পক্ষ থেকে তাদের মজুরি পুনঃনির্ধারণ করা হবে।
চায়ের ন্যূনতম দাম কার্যকর করা হলে মালিক-শ্রমিক দুইপক্ষই লাভবান হবে, শ্রমিকদের জীবনমান বাড়বে বলে মনে করছেন সংশ্লিষ্টরা।
